Mr Putin's Purse-who holds the string?

As to the truth of the quote? It's neither here nor there in the final analysis because it is true whether he or anyone else said it or never said it.  Those who control the international sources of finance and money supply are the true rulers of the universe, so to speak.

The only way to overcome this, in my view would be to have massive and vital resources which your country can use to generate it's own money supply through selling the resource to others. Russia is highly dependent on oil revenue, so theoretically it should have a robust economy. So why has it's currency crashed around 50% over the past 12 months?

I suggest that there are actions at play in the high circles of economic life that have specific motives for social change and the way to achieve these goals is to control, and tame anyone who might have a contrary or oppositional view.

That would definitely include Russia. So, if you cannot control the money supply of a resource rich nation, you can use the alternative of manipulating international currencies and geopolitical economics to destroy the value of that independent money.   If was a predatorial businessman, I'm sure that's what I'd try to bolster my own situation and power. It's obvious, logical and reasonable in a primal godless  world without any foundation for ethics and morality that extends any further than self interest and self gratification.

Fortunately for the world, there is a glimmer of light that shines amid the darkness. That glimmer is found in the person of Jesus, The Christ, in his life and death and resurrection.  If it was only his wise teaching, his sacrificial death .... he would be just one more 'man of wisdom' from the pages of history who came and went.  It is the last element of his story....his resurrrection that set's the Lord apart from all others before and after.
